I think Spit believes that a person should put some of "him" in it for 2 reasons. 1) Spit is jealous of Leslie's new trolley. 2) Spit believes that the trolley will never really be his unless the owner builds it or helps build it.
Spit believes that a person must put something of himself in the trolly he drives because it is not really yours. He thinks that winning with your own trolly is better than winning with something that you didn't make. I agree with him fully. Page 25 Paragraph 1-4

When he said that on page 25, he meant that Leslie just needed to put something into it, such as a scrape, or even a screw. Plus, everyone else had made their own trolleys. It wouldn't be fair if the whole thing was made by master craftsmen.
I think Spit says you must have something of you in the trolley you ride so it acts as a part of you. Also so you know it is your hard work and it's success.

I think he needs you in it because he says that it's you that's the one that needs you in it because it should be from you to make you proud. Or it was just munipulative.
I would rather make the trolly myself because then it is more of you and you can do anything you want with it. If someone else makes it then there isn't anything about you.
